Prisons are now called correctional facilities because that is what they are supposed to be doing, correcting people, not putting them in situations that make them more hard-hearted then they were.
The federal government in it's budget, yearly, have always apportioned funds for the welfare of the prisoners and the question is if these money is utilised well for the purpose of it's apportionment.
Overpopulation is one factor for their well being that is not up to standard, malnutrition is another.
They do not feed well and it is said that an hungry man is an angry man.
How do they intend to correct these guys when they are not treated like humans?
Is this hard life a way of telling people not to do wrong things so they don't end up there?
